Why in News?

The Government of India has introduced the Pradhan Mantri Surya Sarovar Yojana (PM-SSY) to promote the development of Floating Solar Photovoltaic (FSPV) projects integrated with Energy Storage Systems (ESS). The scheme seeks to expand India’s floating solar capacity while making productive use of existing water bodies and strengthening grid reliability.

What is Pradhan Mantri Surya Sarovar Yojana?

PM-SSY is a government scheme aimed at developing Floating Solar Photovoltaic projects with co-located Energy Storage Systems. Floating solar involves installing photovoltaic panels on floating structures over suitable water bodies such as reservoirs and industrial ponds.

The scheme targets the development of 5,000 MW of floating solar capacity, along with energy storage systems having a minimum storage capacity of two hours, amounting to 10,000 MWh of storage.

The projects are intended to contribute to India’s renewable energy expansion while reducing pressure on land resources.

Key Features of PM-SSY

The scheme will be implemented over a multi-year period. Projects will be sanctioned during FY 2026-27 to FY 2030-31, while the disbursement of financial support will continue up to FY 2032-33.

A major component of the scheme is Central Financial Assistance (CFA). Eligible floating solar projects will receive ₹1 crore per MW after successful commissioning.

In addition, financial assistance of up to ₹50 lakh per project will be available for feasibility and preparatory studies. These may include bathymetry and hydrography assessments, environmental studies and other activities required to reduce risks during project development.

The scheme therefore covers not only the installation of solar projects but also the preliminary assessment necessary for their technically and environmentally sound development.

Significance of the Scheme

1. Expansion of Floating Solar Capacity

India’s floating solar capacity is currently around 700 MW. The addition of 5,000 MW under PM-SSY would significantly increase the country's floating solar capacity and diversify the renewable energy mix.

2. Efficient Use of Water Bodies

Floating solar projects allow existing reservoirs and industrial ponds to be used for renewable energy generation. This provides an alternative to land-intensive solar projects and reduces competition for scarce land resources.

3. Grid Reliability

One of the important features of PM-SSY is the integration of Energy Storage Systems. Solar power generation is variable because it depends on sunlight. Storage can help retain electricity generated during periods of high solar availability and make power available when required, thereby strengthening grid reliability.

4. Reduction in Carbon Emissions

The scheme is expected to contribute to India's climate objectives by reducing dependence on carbon-intensive electricity generation. It is estimated to help reduce around 10 million tonnes of CO₂ emissions annually.

5. Employment Generation

The scheme is expected to generate approximately 16,000-17,000 full-time equivalent employment opportunities across the project value chain. These opportunities can emerge in areas such as project development, manufacturing, installation, operation and maintenance.

6. Promotion of Domestic Manufacturing

PM-SSY can also encourage the development of domestic manufacturing capabilities, particularly for floating structures and related components. This can help strengthen the wider floating solar value chain within India.

Way Forward

The success of PM-SSY will depend on effective project planning, appropriate site selection and the availability of adequate technical and financial capabilities. Feasibility studies covering water-body characteristics, environmental considerations and engineering requirements will therefore remain important.

The integration of storage is particularly significant because it can help address the intermittency of solar power and make renewable electricity more dependable.

Overall, PM-SSY represents a convergence of renewable energy expansion, efficient resource utilisation, energy storage and climate action. By utilising reservoirs and industrial ponds for floating solar projects, the scheme can help India expand clean-energy capacity while reducing land-related constraints and strengthening the reliability of its power system.
